anyone ever done any win32 api programming in the area of dial-up networking, tcp/ip and network settings?

i am looking to manipulate my machines network settings via perl script, C code or anything else that gets the job done quickly. add/remove dial up adapters, change my ethernet device to DHCP and back to static, etc.
