As a recent convert to the rom's community, I have found that Newsgroups are the absolute best place.
alt.binaries.emulators.gameboy.advance
alt.binaries.emulators.mame
alt.binaries.emulators.misc
Are great places to start.

Only the misc one might have snes roms. Cherry roms is pretty good, www.oneminuteleft.com is good too (just have to navigate a bit and sometimes downloads are slow).
