i used netobjects fusion was pretty simple and easy
but not used it years

if you have no experience whatsoever i'd say dreamweaver is probably the best.
Very intuitive, has option of doing things in Design mode/Code so you can see both the "notepad" text and what it looks like.
Very easy to upload a site and great help features.
If you know what yuor doing, 90% of the time making a basic layout in dreamweaver and finetuning in notepad works the best for me
