I saw something like this before on tv. 2 people were making a chip to sit in the back of the eye that would replace the damaged part. I think it's trying to give blind people vision in a different way than macular degeneration.

this wont work for people who were born blind or lost their sight very young ..
people like that even though their eyes see perfectly their brains will never truly comprehend what they are seeing on anywhere near the level of normal vision
so no .. still no geordi 
anyway pssh .. to get technology to fix blind people from birth youd obviously HAVE to make it look like a woman's hairband
