Unless you have top of the line gear there is no way Mutilate beats the utility of Shadowstep Hemo builds. Understand the Hemo is a ability based off weapon damage so weapons with higher max dmg do better then say daggers. Swords are a good hemo weapon which you can then switch spec to a combat raiding spec and do good pve dmg. The survivability that Preparation and Cheat Death offer are very valuable in both BG and arena. Daggers haven't been very viable since before BC, its a shame and one of the major complaints I have with Blizzard.

im 41/20/0 works good for pvp and pve 41/0/20 was a great for pvp though

shadowstep/vile poisons is the cookie cutter spec for pvp, ppl can mix it up and do well with other specs, but nearly all of the most successful rogues (in arenas) are shadowsteup/vile poisons.
