How many people, total, play Eve Online? And, is the player base increasing or decreasing?

not sure but if you go to eve-online.com there is a graff thing set up that shows active players and how many have been online...seems its growing from what I can see..Eve is a game all by itself no other MMO like it but it takes a certain type of person to play it and get thru the boring getting started period...I like it cause of the passive leveling system and the fact its all about the players....claiming space..building ships/gear..polotics etc

I wonder how many to date have been banned over ISK?
Yeah, they would go up faster if the did't banned every account that looked funny

Right now EVE has over 230,000 active accounts and about 50,000 trial accounts.
Numbers of concurrent users on Tranquility server are in range of 20K-38K at any given time.
Number of accounts keeps slowly growing. EVE went to steam so there are a lot of people trying it out over steam. EVE also got Mac and Linux clients in fall of last year allowing us mac users to play it without rebooting to stupid windows.
There are going to be two major expansions coming out that they are promising us within a year from now. The Empyrean age where we're going to have factional warfare. And Ambulation where out characters will get new bodies.

They actually don't ban your account the first time for buying ISK. You get several warning. Then you get a temporary ban. Then if you have a lot of warnings they'll ban you permanently. What they do if you buy ISK is just give you a warning and put your character into negative wallet balance. If you transfered ISK/items they track where it ended up so not like you can get away with alts.
If you want to buy ISK there's a permitted way to do it in EVE - game time codes, these can be bought for real currency and exchanged to other players for virtual currency and CCP is ok with that.
