ive found that before i never got popups with google toolbar .. and now im always getting them..
usually something like a mini-window comes up and then closes and then i have a popup
if i could create an alternate dimension i would send all the people who made up these popup-ads and make a spear chucking game where they are the targets

I don't know how they get past the pop up blocker, I've had the same problem with some ads on Suprnova. Also if you have spyware on the system it may not be using IE to present the window to you initially.

Funny I just went through this ordeal.. I just rid myself of this shit but I'm serious I just got through b******g about how today's spyware is annoying as hell and very prolific. Try the following.
Don't f**k with your registry first of all. This was an unnecessary step in most cases. The reason why your ads are getting past pop up blockers are because the executables are making reg edits. In my case it was editing the registry every 2 seconds.
Try to find a spyware program that monitors registry edits. This may cost you money but I promise you it's worth it. In my case I bought Ad-Aware then I bought the registry scanner add on.. it must have run me 20 bucks.. chump change. Turn the reg logger on and actually read it. If I had actually read the error messages I might have solved this problem a month ago. It pointed to an executable running either in UserName/Local Settings/Temp or Windows/System32/Run. You can't delete those f*****s cuz they are active apps.
Run msiconfig and start your machine up in safe mode. Go back to those files, rename and nuke em.
If you want you can have my download link for adaware... it's paid for, it may help you
I'm not sure what your situation was like but for me, I would turn on my computer and the second I logged in, blam, I was getting spammed by popups. I didn't even have to run IE, I didn't even finish loading the Windows splash screen and I was already hearing mouse click-type noises indicating popups. After intially shutting down the popup windows I would get hit every 5-10 minutes after that.. if I was playing something like EQ or SWG it would minimize my display very often and I'd have 10-20 popups sitting there waiting for me, mocking me. It was frustrating as all hell.
Thing about Ad-Aware is it's a wonderful application... but I think spyware has gotten too smart for it's basic features. A year ago Ad-Aware would clean up your machine like nothing.. nowadays it only cleans your registry but the spyware has gotten smarter and now runs in the background as an invisible process that is overlooked by Task Manager and which AdAware is powerless to purge because it's just throwing more edits at the registry AdAware is cleaning out.
If you already have AdAware invest in the registry logging tool.. I wouldn't have figured out this shit without it.

Yup have the same. But only at particular sites.
Pop-up makers should die in a fire.

google blocker still blocks some popups, but more and more are not getting blocked
i swear ive seen a popup that gets through google that was advertising for a popup blocker
