i never keep money in my paypal account.
however...
if i get payment by paypal, then xfer the money directly to my bank account (as i always do) - if a scammer tries to do a chargeback can paypal take the money back OUT of my bank account?

PayPal have access to your bank account. They can take as much as money and such. They can freeze your bank account and more. Read the reviews from people and their problems.
PayPalsucks I believe. Tons of terrible stories.

If you use ebay, i believe and some how get around posting on it, you can sell the account with a tangible item, like the WoW CD's or box or some sort. That'll protect you from chargeback because if it's a tangible item, i think ebay said it'll protect you from getting chargeback.
