OK, I'm new to OG, so bear with me for a while: The thing is, I've heard of all these tools for OGame, like the combat simulators, building/research cost calculators, etc, and I've even tried out some of them. My question is, is this considered legit? If I use all these programs to improve my play, would that be sort of like cheating?

Not really. At least I never heard of someone frowning on players who use the tools – that's what tools are for, right? And besides, how can it be cheating if everybody's doing it!? You'd be a fool not to, really. Think of it as training tools, because that's what they are, they don't really give you an actual benefit in the game itself, do they?
