Put some gas/air mixture in the CCs, compress and ignite it, and it will be converted to MPH.

Seriously, I don't think you do. You could maybe convert HP to MPH, but you'd still need to know the drag of the bike and rider. Maybe there's some rule of thumb for approximations though.

cc is just the size of the engine in plain English.

It would be like asking what is the MPH conversion for a car that was a 5.0 Liter Engine vs a 4.0 Liter engine.

Also the number of cylinders makes a difference.

You can make generalizations

My 87 Fazer is a 700cc bike and toped out at about 135, but a café racer that was 700cc might break 170. (just a guess)

My buddy and I were screwing around and looking at the Honda scooters Very Happy We saw they ranged from 60cc to 700cc, so we were trying to figure out the top speed at different cc ranges

for a scooter I would think the speed range would be like 35mph for the small ones to like 70-80 mph for the 700cc one but that is just speculation.
