This thing is pretty new, but it uses formulas that people on the steel warrior and monkly business swear by. I think those two options would be close, depends on what the damage bonus on the 2-hander is.

unless your fully buffed 65 monk or whatever dual weild will outdamage the 2hb.

32/34 will outdamage the dual wield.
9/18 is a very crappy ratio, as is 17/28. On the other hand, 32/34 will hve a serious damage bonus.

The level of the monk is the most significant factor... affecting dmg bonus, dual wield skill... blah blah. Dual wield usually hits 252 around lvl 30.
When I started monk I used 7/18 - 14/28 until getting epic'd at lvl 55, with a bamboo bo stick 8/20 in my backpack for raising 2hb skill, heh.
Anyway, I think the 2hb will be better dmg, but don't quote me. And don't forget to raise the skills of weapons you don't primarily use. But h2h and 2hb will be the only weapons skills you use in the end.
**edit** Just realized you never said you were playing a monk. lol, what are you playing?

Well, using the link suplied by Luturb, the weapon efficiency for the dual wield combo is 2.04 (6 damage bonus) whereas the weapon efficiency for the 2hb is 2.47 (using 20 damage bonus, as a guess cause I don't know what it'd be for you).
So based on that, the 2hb beats the dual wield.

well being that they seem to be so close and the 2hb costs 2k while the 1hb combo costs like 8-9 k . i guess its an easy choice

Dude, i remember paden hella pwn1ng fools in the old skool ec dayz with just 2 cracked staves.
