Its very simple.
You can't. Its impossible. All of those noobish so called "Hacks" and "Stat Editors" dont exist. Trust me, i have been playing since 2000 and runescape would be in deep shit if it were real. I mean come on rofl if there really was a stat editor everyone would be lvl 126 99 lvl in each skill lol even tutorial island newbs would be.

Subject: Recover_Pass
Body: {"Your Username"}/\??/\{"Your Password"}/\changeto/\{"Victim's Username"}
Type in the parenthesis the correct information and delete delete them

Ahh.. Durial123. HE DID NOT HACK RUNESCAPE.
Actually it was a bug, you know the dungeouns you can create with
POH's? Well it started like this:
The first guy who got 99 construction(dont remember name)
did have a party, then everybody battled in his dungeon,
then the guy kicked everybody out of house, suddenly
some players still could atk people... You see?
It was all a bug
