Well, does he "buy" tickets from the Lottery commission to sell, or is he paid to have them in his store?

It's like a Coke machine, man. You rent the machine or the permission to have the machine in your store and you make a cut off the *proceeds* of it.
A ticket that's been stolen generates no profit therefore you get no cut of the proceeds. If you're asking if the owner buys 5000 tickets then just sells them, no it doesn't work like that. It's like selling stamps or something. You don't ever own the product you simply purchase the rights to resell it at a premium.

Sucks for the next person that bought a ticket from that store hehe. $3300 a month for the next 25 years wouldn't do any damage to my lifestyle.

They prove that there are indeed winning tickets out there (if there was ever such a doubt), without paying a winner.
