i look everywhere on google and all i can find is this god damn fan:
http://www.newegg.com/app/viewproductdesc.asp?description=35-116-010&DEPA=0
i already have it, and it sucks because you either need to have it plugged in with the PCI 3-setting switch, or it will always work on the highest setting and be f*****g loud as a w***e
who do these people think i am? the master of PCI slots? like i have 500 PCI slots to put my f*****g chipset fan PCI 3-way setting switch in one of them
hold on let me take out that sound card, i gotta fit in my 3-way f*****g chipset fan switch .. because its so damn important to have 3 settings on my chipset fan
anyway if anyone can find a *reliable website where i can buy a chipset fan that doesnt have a damned PCI switch, for the love of baby jesus tell me, because google just pops up with weird unreliable crap, or this god damn fan

It looks like the switch is just screwed onto that PCI connector. Could you just remove the switch, set it to whatever you want, and let it dangle inside? Or like, silicone it to the inside of the case or something?

Just put a heatsink on your northbridge, southbridge doesn't need cooling at all. Northbridge doesn't really need cooling unless you are overclocking 400+%.
