why does it cost money?
where can i do it cheap?
what happens when you make a domain name, how does it magically work?
im confused

Try godaddy.com - they're pretty cheap.
You have to pay because your domain name doesn't magically appear somewhere. There are machines out there that have to run and point to where your domain is actually located. It use to be much more expensive because there was just one company, but now it's under 10/year.
When you register a domain, you have the name, period. It doesn't do you any good until you have some place to host the domain. You will need to register it with a host company (this can be the same company you register your domain with, but they are usually more expensive and less feature-rich for the price) or set up your own web server. Your domain name will be assigned an IP address on your web server and your web server's DNS information will be given to the company that is holding the registration for your domain. Then when someone types in http://www.yourdomain.com, it will look up your domain name, find out the DNS, it will travel to that server, find you and display your web site.
Okay, simplistic I know, so don't flame me. There is nothing magical about it, it is just a bunch of computers giving each other directions to your web site.
If you need a good host, you can try http://www.lfchosting.com
I've been with them for several years and have been very happy, but they may be more than what you need if you just want to host a small, personal web site.

I register mine through dotster.com (thx Khrath)
I got mine (well, my guilds) hosted through a rather gracious dude who gave me free hosting...GEE I WONDER WHO
