Why? Because Radical Islamic Militants want the Jews and all western influences out of arab lands.
What reason do you think? If you think the government had any way to stop 9/11 you are wrong. If they had been able to, they would have. The new government at the time WAS working on plans for Al Qaeda.. plans that Clinton pushed off so he could go out of office on a 'happy note'.

The reason? Airlines didn't want to pay for it.

That's not chump change. The airline industry is constantly on the brink. AMR (the second largest airline) operates 840 airplanes under the AA banner and 293 under american eagle. @ $2 million per plane, that's about $2.3 billion...just for them. United is larger and Delta is not much smaller. Considering AMR loses a couple billion a year and considering that this kind of threat was hardly perceived, it was certainly not justified pre 9/11.

Who said anything was justified. You have no proof that locked cockpit doors would have stopped them either. I'm saying hindsight is 20/20.. it's great to look back and accuse people of stuff without having to take any responsibility for your comments.

In 1996 or 1997 or 1998 we made one half ass attempt to kill Osama Bin Laden.. when it failed Clinton didn't pursue it. Kind of like all of the midnight signings of things like the Kyoto Treaty; clinton signed it then recommened to the incoming presidient not to send it to the congress for ratification.. because "it was bad for the USA" .. but of course who do enviro dipshits blame? Now that has been approved and is being implemented. On top of that and in the same line of thought, cops and retired cops can carry in all 50 states.
If I was a pilot I would worry more about 8 guys who had took over my plane and started using the stewardess's head as a battering ram to break down the door. Once they get through what do I do, yell at them, try to talk reasonably to them? LOL
