do you mean cheats as in codes you enter in games or cheats as in programs or something? Most programs will most likely get you frozen but the cheats as in codes to use in games are all legal to use.
Just google "neopets cheats" and the first few (2-3 links) will have codes for games.

There are work arounds for several things such as the lunar charts and such

No cheats.
they are flash games. Any code meant to effect the game,since it is a server side game, gets you banned

No he means that when you spin this one wheel it sometimes will give you a code you can type in on different games to sometimes help you out or make the game harder. Wheel of Knowledge I think.
