your at a game and the guy next to you screeches out a million decible whistle. can anyone describe how to do that? I've tried for a while but Its not even loud.

curl your lips over your teeth insert index and middle finger in an /\ shape and blow, practice till ya get it.
then you can perfect the index finger/thumb whistle that is good for calling your kids attention later on in life 
(i did it just to see exactly wehat i do and i kinda curl my tongue back too /shrug)

I can do the 2-finger whistle, but I don't do it in public because at least 30% of the time instead of the nice ear-shattering whistle, I just drool all over myself. I guess I need more practice, but it's not really something you can practice within half a mile or any other human beings without them thinking you are seriously retarded.

Thats all that happens when I try it. I have read that you use the fingers to bend the toungue back, but I I cant figure out where the whistle happens? is it between your upper lip and bent back tougue?

The basic principle i tht you create a small thin slit in your lips that rip the wind apart and produce the sound. If you are blowing out you are doing it wrong, try to blow down.
