While it may or may not be true that a greater number of blacks may be below the poverty line per capita, there are still far more whites below the poverty line overall.
So why then, if poverty so effects the decision to commit crimes, are the prisons packed with chocolate, and only a vanilla swirl?
Cries of 'because the police are racist' is just ... meaningless.
The vast majority of investigators probably dont give a f**k what color you are, they want a collar.
The vast majority of prosecutors dont give a f**k what color you are, they just want a conviction.
When Kbarr was kicking the shit out of somebody who had their stereo up too loud while his 9 buddies held them down, do you think he cared if it was gangsta rap or Emo music? Of course not!

You guys are comparing black vs. whites which possibly brings up other issues. But like I said compare black vs. Hispanic and you loose the side issues and still have an extreme difference in the incarceration rates.
IMO its not a race issue, but a cultural one. The Black American Culture is messed up big time. Feeling that they are outsiders and owed something creates big time problems.
I was listening to the radio after there was a high school that broke out into a fight between the blacks and Hispanics. They interviewed a random black girl and she stated, "We shouldn't be fighting each other, but fighting the white man." Crazy statement from a random person of a group.
People saying poverty is the issue are not looking at the obvious comparisons between blacks and other poor races, showing blacks stand alone. It gives an excuse to allow the current conditions to continue. When 60% of black males in Washington D.C. have been incarcerated something needs to be changed.
Obviously what this radio host was doing was a thought exercise and never intended to actually be implemented. But, something needs to change.
