The logic here is that the state government should pretty much give up control if its something it can't handle and call on the federal government, and then the federal government should step in. Not the other way around, most liberals want a much stronger and powerful federal government, and most conservatives want the opposite.

I think the federal government didn't react that well to the situation but saying its all bush's fault is pretty stupid. Sure he has some of the blame, he could have did this or that better, but most of the blame for this situation is that New Orleans's strategy for hurricanes was "Pray it doesn't hit because we have no f*****g clue what to do", it worked for a long time!


Well, just to call a spade a spade... I think there is a fine line between activate and mobilize. During fire season, you activate your forest fire reserve units, you mobilize them when there is actually a forest fire. Also, New Orleans is not just "any city" it's been well established that a major storm would in fact, destroy it. Also, Category 4 and 5 hurricanes aren't exactly every day occurrences, only 4 have hit the US? So yes, perhaps they should get activated whenever there is one that strong.

Ahh well Brash said this "I think the issue is they could have been prepared before the storm hit. they could have started gathering the national guard days before the category 5 hurricane blah blah blah", which to me it means you start gathering and getting the forces mobilized to be ready to move when needed.

However, i guess i could be wrong on the definition of mobilize;

You are right about not that many cat 4/5 storms 'hitting' the US mainland ( see for the real info http://www.nhc.noaa.gov/gifs/table2.gif ) however, there have been dozens of category 4/5 storms that fizzled out before it got to the mainland and its not exaclty easy to predict if it will fizzle and lose alot of power or if it will get more power. Water temps help but you can't determine wind conditions and the path.

I'm not trying to say the federal government did everything right here, I'm simply saying that if people want the national guard 'activated' as you call it, 'mobilized' as i call it then its going to be happening alot.

The common sense approach to me is just be able to mobilize faster, maybe put the guard on an alert status where mobilization could happen at any time if a bad one hits.

Just my 2 cents.

In a nutshell, everyone b*****s and there will always be someone who claims to speak for everyone.

This f***s us all up, and some people use this as an excuse to be racist.

People did f**k up in NO (Government from state to fed) and this is not a political fight mistakes were made simple as that.

Poor people will act up and the media will show it, more blacks being poor will mean more blacks being shown f*****g up.

Yeah, that's what I thought activating meant, just to have them on alert. From what I'm reading right now, after the FEMA director requested help from Homeland Security, the HS Director still allowed the staff being deployed another 48 hours of training - that just seems like a waste of time, and something that should have already been dealt with. I'm actually not in the game of placing blame.. what happened happened. I can imagine it probably costs money to activate your troops, but I wonder if it costs less than one American city practically disappearing off the map.

I think the majority of us can agree in a nutshell that the system is too bureaucratic for its own good. Theres too many people with too many say-so's in the chain of command. This isn't anyones fault per-say but something definately has to change now so that we can learn from our mistake.

agree. NW Medical Teams (Dr's and Nurses who travel to disaster areas) were ready to roll the first day but were told they had to wait for the red tape to churn its way through all the blah blah.

I think taking FEMA out from under the wing of Homeland Security would be a start. FEMA used to work rather well on its own.

Yeah, FEMA can really fall under many different categories other than homeland security. Not the mention I think H.S. needs afew more years to really mature and find its nitch since its such a new division.
