Lvl up what ever character you choose to lvl 10 and then run to Qalia / Khal
LVL 10 - 20
go to Qa Riverbed in Qalia and start the Hunters League Quest.
Great EXP and awesome gear.

LvL 20 - 30
Qalia / Agraham / CIS (Coterie Infineum Sanctuary)
Infinum Armor quest guild
This is where you get your first Cloak, ugraded earings, rings, weapons, and gear!
