Yeah it seems that his top agents were only telling him they were building the weapons he orderedt them to build and pocketing the cash. Funny as hell he thought he was fully loaded though

because of the symbolism of the head of the regime being defeated. a capture is more powerful than if he were to die in a bomb or commit suicide. in which case years from now we will hear about Saddam showing up at a Burger King in Chatanooga.
