Bill Would Hold Game Makers Accountable For Players' Actions
March 1, 2005
By George Howell
SEATTLE - Should the people who make and sell "violent video" games be held accountable if someone commits a crime because of playing them?
That's something our state lawmakers are considering, to open game makers up to more liability.
House Bill 2178 proposes to hold the makers and sellers of violent video games liable if someone under 17 years old commits a crime, due in any part, to playing the game.
Supporters of the bill, like Bill Hanson with the Washington Police and Sheriff's Association, say "kids" are getting the games, and they're becoming desensitized.
"If you sit up and watch this and play these games over and over again... it seems that this is alright to walk up and hit a police officer over the head with a bat," Hanson said.
Opponents argue that the proposed bill would shift the responsibility from the person who actually committed the crime.
Lew McMurran, with the Washington Software Association, says violent games are clearly rated for adults only, and that the responsibility should be on parents to use the video game rating system and control what their kids are playing.
"We're removing the responsibility from the person who committed the act, to somebody else who's completely removed from the situation" McMurran said. "There's a very strong video game industry in this state that we want to support. We don't want to bring undo attention to an area where there's actually jobs being created, where there's actually some good economic development in our state"
House Bill 2178 is still in the committee stage in the state House of Representatives. |
I Hope this does not pass because it would totally f**k up the game market. Nevermind the fact that it is just plain f*****g stupid

I love you
And yeah, that's dumb. I really don't know why people focus on videogames so much as some source of violence. Violent kids probably have a natural instinct to turn to violent games, but not all kids that play violent games have an instinct to turn to violence.
Seems like they got it backwards to me.

This is the kind of bill that scares video game makers into developing games like "Shopping with the Olsens".

So what's the point of the game rating system, then? Perhaps we should hold Walmart or K-Mart accountable for selling GTA3 to Johnny Sixteenyearold.

It's a recommendation, so parents know what kind of content is going to be in the game, without looking over the kid's shoulders whenever he's playing.
Same as movie ratings - the company producing the movie (or the cinema) isn't responsible if someone commits murder after watching a violent movie either.

You are correct. However if they are 'bad' for children they shouldn't be allowed to purchase them just like they are not allowed to purchase (legally) cigarettes or alcohol. Not saying I agree with it, but generally if someone has homicidal inclinations, they are going to go down that path regardless or not if they watch Natural Born Killers or play GTA:San Andreas.

Well if this bill passes we are obviously gonna need to put a lawsuit against the family of Henry Ford Sr. After all, he invented the car which is obviously the highlight item of GTA. Not to mention cars kill thousands each year. And those SUV's are even more deadly y'know....

Well, alcohol and cigarettes are proven to be bad for your health, especially in excessive amounts. (not to say that I agree with 21+ for beer, but that's another discussion :p)
Video game ratings are based on content only, and no difference is made whether something is rated M because of naked women or because of extreme violence. - obviously the effect it may have on someone is much different...
I wouldn't be opposed to prohibiting the sale of M content to anyone under 18, however, the entire rating system would have to be reworked. Like the example above shows, a topless woman shouldn't be on the same level as extreme violence.
But kids can get their hands on any game they want - either they have an adult person buy it for you, or they simply download it off the net. Holding companies liable for any crime a public lawyer can "connect" to a video game is just going to ruin the industry.
Plus it sets a very bad precedence: How long until it applies to movies as well?

/agree
And in addition they should hold the legislation responsible if anyone breaks any laws.
This country was founded on the principle of people taking responsibilty for their own actions.
f*****g douchebag who proposed this shit should be held responsible for theirs, and forced to play MYST while listening to ENYA and being beat about the head with a floppy Kbarr c**k while he shouts trivia about Ultimate Fighting into a microphone.
