Or how is it supposed to work, at least, because it sure as hell doesn't work for me. I tried using it a couple of times while falling, and it didn't work. I know it's been described as being a "situational" spell, does it mean I have to be in a some sort of a specific situation to cast it successfully?

Um, yeah, but that situation is "falling". If it didn't work out when you tested it, you probably didn't have a light feather on you at the time. You do know you need a feather for the spell to work, I assume
The spell BTW is nothing spectacular, but allows for some nice tricks. Ever heard the one about a mage jumping off his mount then slowing his fall so he could nuke the suckers flying past him?
