Windows: Window open position

Anyone know if it's possible to set in windows places a window cannot randomly first load?

Example of what / why:

A few months ago I realized that it was way more efficient to put the taskbar at the top of the screen rather than the bottom .. after all, when you minimize / maximize a window it's always at the top of the window .. thus having the taskbar at the top of your screen makes everything much closer together ..


the one problem with this is that windows is retarded and often opens windows so that the top of the window is underneath my taskbar.


if anyone happens to know if there is any way to make windows not open up at the very top of the screen underneath my taskbar that would be great .. i tried looking around the internet but haven't really found anything .. its an odd thing to search for in google
