Do you thing that members of the Vista faction would be somewhat hindered in character advancement (ie gaining experience) by their beliefs and the corresponding behavior? I mean, if it's expected for a Vista to play the nonviolent card first, and look for a peaceful solution, wouldn't that put them at a disadvantage compared to the guys who shoot first and ask questions later?

Well, possibly, but I don't think it's going to be that kind of game. It's survival of the fittest, but fittest doesn't necessarily mean the most aggressive. Different strokes for different folks. Besides, I'm sure that balancing the factions between them is one of the main concerns for the design team, and they must've thought of this one.
