Why no monster customization in LOTRO?

I was never really that much into PvP when it comes to MMORPGs but since there aren’t any evil races in LotR Online, I’ll have to try it since this is the only way I can be evil. Anyway, I’ve heard that there aren’t any customization abilities for monster characters. Do you think this might be changed after beta?
I wouldn’t be surprised if they added this option and I also wouldn’t be surprised if we get an expansion that will allow evil characters very soon. I think you don’t have to worry, you’ll be able to be a baddie for sure since on most of the places I’ve been everyone is complaining about not being able to be evil.
