Before you can buy a horse, you must complete several tasks. If you are new to the game, maybe you do not know this stuff. First, you must be at least level 35. When you reach this level, you have the ability to buy a Riding Trait. When you are level 35, you can get the Trait, even if you dont have the money for the horse. When you are done with that, you go to the Hengstacer Farm in the Horsefields north of Bree. There, talk to the horse master to get the quests. Do not worry, the quest are simple enough. After that, everything is self-explanatory.
