As I understand it, the haste cap is around 100% (twice normal attack speed) give or take a little bit. Some people say there are differences from class to class, but a lot of it is speculation. 100% is a good rule of thumb. Then if you have a bard with warsong of the vah shir or Rizlona's call of flame they can take you up another 20-30 (I think) percent over the cap.

Pally/Sk can grab agro so quick w/ spells/taunt its great. With PoP pally/sk have fallen more into the tank role, and are often used as MT in many pick up groups

it's basically 1 spell (or song) and 1 item. there are some bard songs that stack, such as Warsong (level 60, 25% stackable haste).
Dunno what verant has done lately but last I heard, max total haste was like 110% or something.
I think Krull or Addam has good haste info on their sites

Pull Monk
Nothing can even compare to pulling for uber raids as a monk, especially if you're pulling the zone for the first time.
