The pre-nerf ones you dont have to equip work at any level. No idea about the post-nerf ones though.

And there's only one pre-nerf staff on the server (not sure who has it now, Zrazzt originally did though). The reason this one is special is because it can be used by any class, not just druid/shaman/beastlord. It's a godsend for necros. It's been sold around a few times for between 3 and 500k each time

More than one pre-nerf staff on TM.
I have one, and have had it since I beat it outta the Fungi Kings soggy skull.
I knew of two other people who had them back in the day too.
