I will try to help you, but I am not promising my answer is correct. I have found one article on some site. In it, the author mentions something about hive in NeoPets. He said that it is a group of players, who were among the first gamer to enter the Neopia, and which created first accounts. They are in the middle of everything in the game, and they are always helping administrators and developers to improve the game. That is why they are called the hive, because they are very important piece of NeoPets. I hope that is correct information, because I read it somewhere else.
