To build a underground "mob-like" organization in SL.
Unfortunately, I'm not very creative and just plain suck at understanding how things work in the SL world.

Well, why not. People build companies in Second Life, therefore someone has to control Syndicates.

It would be like turning an entire neighborhood of SL into a scene from GTA3.

if you did that you would probably get banned... that is definately not allowed... but you could do the mob like organization... you would just have to run a good operation to cover it up.... hehehe

It's been done before. The Second Life Liberation Army (SLLA) is a registered terrorist organization in Second Life and have organized many public rallies and demonstrations. There have been occasions where they block off stores and harass customers, and even cases where they destroy property in-game.
