Okay, so I'm in the market for web hosting. I've only done some really novice stuff, so what are the pitfalls of finding a good web-hosting service? What are reasonable setup and monthly fees? What features should I make sure are provided (PHP & Perl Scripting is a must)? Any specific recommendations?

great speeds.
great service
everything you need
decent rates.
SSH/PHP/MYSQL/gigs and gigs/etc/etc/etc
top notch

I used this.
For what I need, it worked great.
Good speed, occational short periods of down time (10-30min).

i definitely wouldn't buy the sharepoint chick over the coldfusion chick no matter how much of an upgrade it might be

1and1 has some really bad reviews. It seems people are very hit or miss with them. I'll throw another vote up for crystaltech though.
