Is overall Damage per hit important? I have a friend who swears his StoneSlayer(43dps or so) does more damage than a Warmonger(45dps) because it has a higher damage per hit. I argue that while the crits do more damage, you get more crits with a lower delay weapon. Can someone clarify this for me?

depends on what you are wanting to do.. for pvp atm ppl generally consider an arms build with a slower higher damages per hit 2h wep the best (tho im having good luck with a def build 1h/shield build)
for tanking (pve) a faster 1h is normally > than a slower 1h igher dps wep if the dps is close -- atm im tanking and pvping with a deep woods axe and doing fine in both .. holding aggro tanking np even tho it is a slower 1h wep
-- but again is generally held that a slower higher damage per hit wep is > than a faster higher dps wep using an arms/ms build

slower higher dmg weapons are much better if you use mortal strike/overpower which are based on your weapon dmg and are not affected by the speed of your weapon.
