the unemployment rate is just a measure of the percentage of people who are unemployed but are actively looking for a job. So, if we loose, say, 100,000 jobs, but 150,000 people get discouraged and decide to stop looking the unemployment rate will drop but we will still have fewer people employed.
a 1/10% drop in unemployment just means that people either gave up, retired, or went back to school. At least that would be my assumption given what I know of the number of brand new workers entering the work force each month. That being said, economics is at times in-exact, so it's hard proving anyone correct or incorrect.
I just thought it was an interesting story in the wake of the whole "we're turning a corner" campaign by bush (and fuel for a debate).

Or retired because they made millions off of the stock market boom. "Job growth" figures also ignore self-employment (the result of entreprenurship which accellerates under a healthy economy), consultant/1099 positions, agricultural jobs, etc. The unemployment number takes all of those into consideration. So while only 32,000 "non-farm" jobs were created last month (with a 3 year record-low of layoffs), there were many more jobs created in these other areas.
