Is it true that there are Warhammer Online Multiple servers available for everybody and at every point in time? I hope this is not just a rumor, because this fact would improve my game considerably. I like to play player versus player and player versus environment style and I like that combo on one server.

That is a great combo and I use it myself. You can never get tired and there is always maximum fun available. And it is all possible because you have player versus player and player versus environment servers, or as they say it PvP / PvE server. This is not a fiction, but reality and you can get the most out of these servers if you play the way you do. You will have many available options if you use these servers then any others, but I am sure you already know the advantages of these servers. I am using one of them now and I will never change it for something else.
