From what I've read about the game so far, it seems that pretty much every faction is locked in war against every other (OK, grouped into two blocks, but that's besides the point). So, what I want to know is, to what degree will characters from different factions be able to interact, and play together? Like, I have an orc toon, and my friend has an elf. Can we play on the same side, effectively? Not RvR, I mean.

This has been asked (and answered, of course) many, many times before. You should really do a quick forum search before posting. The short answer is yes, you will be able to interact with players from other factions, and in non-combat ways.
Hard-line divisions are no one's friend, and even WAR is, to an extent, a cooperative game.
