Average preventative maintenance on a cruiser will be two to ten hours per week, depending on your riding method.
If you ride 0 hours per week, look forward to 2 hours per week of upkeep. To do otherwise is to put yourself in serious bike rot jeopardy. Believe me on this one.
Harleys tend to have a little more (but not much more) upkeep than other bikes. Also, their parts (if you get Genuine Harley &tm;) are more expensive. Look forward to 3 to 11 hours of upkeep per week.
That being said - plan now. Are you going to start up your bike and check the fluids, etc, Mon+Wed+Fri or are you going to do basic maintenance checks in one lump time period every Saturday morning for a few hours?
Cruisers and sportbikes are both really rewarding machines. Even if the peak of your experience, say a lone ride down a windy back road, only happens three times per summer.
My bikes have cost me a lot of money and time but I wouldn't trade the experiences for anything.
