A Tauren would be okay as well. I would prefer the character to have not done any of the quests in Outlands yet, but this is not a requirement. Amazing gear is also not a requirement, although better gear would obviously be more desireable. I recently had my level 58 hunter stolen from me. He had all of the level 60 epic PvP armor waiting in the bank to wear at level 60. My goal is simply to get a new account with a character comparable to what I lost.
