I'm sorry if this is a stupid question, but yes, I'm a n00b, so bear with me please: What exactly are missives? I know what the word means of course, but I keep hearing people talking about them, as if they were a game feature of some kind. Are they like special quests or something?

Yeah, "or something".
They're basically minor repeatable quests that you can do. You finish a missive, you get an item (scroll), and then you can either hand it in for a very minor reward, or keep collecting the missives and hand several in together for a slightly better reward.
