Vanguard Necromancer abilities

Hi all! Anyone out there can tell something more about Necromancer abilities in Vanguard? When is necromancer beginning to use Damage Over Time spells, such as Plagues spells? What else can a necromancer cast? How exactly the curses work? What is the damage they cause? What is the best race for a necro?
Hi there! Elves are the best races for Necromancers (no matter if it’s high elf, dark elf or wood elf), also gnomes and goblins are acceptable selection. Plague DoTs are coming from level 4 and beyond. The power of curses is enormous, but also requires obtaining rare items and drains lots of mana.
