I really like the diplomacy option which is still not very common in modern mmorpg games. However I am not exactly sure where to begin. I see that in order to do Civic Diplomacy there is some 5 soldiers presence requirement. What does this exactly mean and how do I deal with this?

Yeah diplomacy is really great, and a great refresh for the game play, finally you dont need to deal with violence (at least not directly). You should go for diplomacy tutorial quests, and after you complete those, everything will be much clearer to you. Heres a good site to start with: www.vgtact.com.
