I'm constantly having trouble with Diplomacy quests … the thing is that for some reason I keep running out of Inspire cards, I have plenty of others in my deck, but I'm always short on those. I try to work around it, using the ones I've got enough of, but that doesn't always work. Am I doing something wrong?

No, most likely you're not. See, you're not the first to have this problem. Others, myself included, have complained about it before both on the forums and to more relevant people, and it's been unofficially recognized as an issue. I haven't seen a response, though, so ATM all we can do is be more careful when choosing the cards we get when we get them.
