I am also searching for this information, but Star Trek Online will be better without any PvP battles. The point of this game, for me, is the big battles between groups of players. It is always better to wage war with someone beside you, and you can have some support. The PvP concept is good for other games, where you have a character to play with. In Star Trek Online, you are having the ship as your character, if I can say it like that. That way, the group of players can help each other and the PvP loses any meaning.
