As far as I know, Augments are only "lore" before they're combined. Once you've augmented something with it, you can get another one of the same type. That not the case? If it is, that'd make that 15k Magelo do-able.

Brutall from Phantom Raiders is pretty much king in both areas on all servers if you want a real magelo, from a player with insane playtime.
As a side note, check Raak (monk) :p 1000 days played

BiC augments have no stats if you have more than one equipped now.
Also, augments are lore off-corpse. Ie., you can't have two lore augments, aug'd or not, unless one is on a corpse.
