It probably is, parodies are usually covered by fair use, and drawn/animated porn isn't subject to underage limitations (as long as it's obviously not real, there's some grey area with ultrarealistic CG). Just google lolikon or shotakon/shotacon/shota, or go to http://burichan.pyoko.org/
