To answer your last question first, yes, defenders of a Battle Keep will have the ability to equip their citadel with defensive weapon arrays, ballistae and the like.
Now, as to who is given "the upper hand", I'm generally OK with the odds being in favor off the defense. They have more to lose, and the successful conquerors should feel a sense of accomplishments when they're done. Besides, historically speaking, aggressive sieges (not starving them out and that kind of stuff) were a hazard at best.
