Can I use the S-Video out on my video card to be a certain channel for cable throughout the entire house? Anybody done something like this?

I want to run something from my video card to the cable for the TV, and be able to see my desktop on channel 1, from any tv in the house.

You can run video out to the RCA video in for your TV and have, for instance, AV1 be your desktop. But you'd have to split the video and run it to every TV in the house. There's no way you can take a video out signal and apply it to a cable feed as a select channel.

What if I got an S-video to RCA adapter, then hooked up an oldschool nintendo TV adapter to it and the splittler for the cable?

no you can't

svideo requires you to flip to an alternate input on your tv....when i use composite or svideo i dont even have the option of a channel.
