I'm thinking about giving GW a shot while waiting for more serious MMO games to come out, since it's just a mindless PvP thing (done well, I hear). A few questions, though:
First, is it possible to take part in PvP effectively without some of the expansions, especially the later ones? How about without any of them, with just the core game?
Second, am I reading this wrong or is GW free to play, without a monthly subscription fee? Just the retail price, right?

That's correct.
As to your other question, it *is* possible to PvP without the expansions, because most of the commonly used skills (I'd say about 70% at least) are included in the basic game. I'd try and get Nightfall, though, because it gets you some really useful content.
