Why should even more money be allocated to continually rebuilding areas that are built in repeated natural disatser areas? They just need to allow the insurance industry to jack up the rates for people in those areas.

Who says what situation is a catastrophy? How does the money get spent? Who would be in charge of this fund?
Just some simple problems we'd have with it.
